New Amendment to the Public Procurement Act

This article summarizes the most important changes in the area of public procurement law in 2012 with a specific focus on the "Great Amendment" which came into force on 1 April 2012. This Amendment is aimed at increasing the transparency of public tenders and procurement. The changes concern, for example, changes in financial limits, stricter supervision and publication of concluded contracts and of real price paid for public tenders.

In few past decades, rooms are being integrated into attic (living areas, offices, etc.). Original non-heated and non-insulated areas under the roof hence transforms into heated and insulated areas. The original roof layers (comprising of roof tiles and roof boarding), therefore comprises of additional layers that have thermo and moisture impact on the composition of these layers. The article discusses moisture failure in inclined and steep roofs, resulting in either leasing water, or in water wapour condensation at the lower (internal) roof layers and inside of the roof structure.

The project documentation, describing its capacity, extent and quality, reflects the degree of knowledge of the designer and the level of his knowledge. Another important factor is the processing time, current regulations and trends, leaving unforgetable remarks. Continuous development of new materials, innovation, new experiences, approach, norms and regulations, ganges the view of the design recognition. This is particularly evident in matters undergoing a rapid development. A specific and separate chapter forms a passive houses design.
